Bay Shore, New York resident Francis Stash Pelkowski graduated from the New York Law School with a Juris Doctor degree and passed the Bar Exams for the states of New York and New Jersey. Francis Stash Pelkowski also earned a Master’s of Business Administration Degree from the New York Institute of Technology (NYIT) and a bachelor’s degree from the State University of New York Maritime College. After serving with the United States Coast Guard (USCG) for 38 years, Rear Admiral Pelkowski retired in 2018 as the senior leader of the Coast Guard Reserve Force where he facilitated the training of this 7,000+ member force which fills Active Duty needs plus responds to National Security, Terrorist, and Natural Disaster events. Rear Admiral Pelkowski successfully advocated a Strategy which leveraged Reservist’s civilian skills to increase the capabilities of the Reserve Force. One example was the grouping of Reservists who worked for technology companies in their civilian jobs into a Cyber-Response Reserve Element. This Element is available to respond to Cyber attacks on U.S. government and maritime industry computer systems. Rear Admiral Pelkowski combined 27 years of civilian maritime industry experience, including operating as a 1600 Ton Master Mariner and a Third Assistant Engineer, with his Coast Guard Enlisted & Officer experience, to become an educator. Since 2009, Rear Admiral Pelkowski’s civilian job has been to develop the next generation of maritime industry leaders. He now serves as a Professor in the Global Business & Transportation (GBAT) Department at the State University of New York Maritime College. In this role, he shares his expertise in areas such as commercial vessel & port operations, maritime business and insurance, maritime disaster prevention & response, regulatory compliance, ship financing, and vessel chartering. He teaches both undergraduate and graduate courses, including the Capstone Research course in the Shipping & Logistics Masters Degree Program. He previously served the School of Business, Science, and Humanities as the interim Chair and was the Chair of the Global Business & Transportation Department. He also served on the Coast Guard Academy’s Board of Trustees.
